Wie kann der Ausstieg aus der Kohle sozialverträglich organisiert werden? Wie können ehemalige Kohleregionen re-industrialisiert werden? Auf welche Schwierigkeiten stossen KommunalpolitikerInnen in Kohleregionen? Wie können Gewerkschaften und Umweltbewegung zusammenarbeiten? Welche Rolle spielen die Regierungen in den jeweiligen Mitgliedstaaten? Welche Rolle spielt die EU?

Das Klimaabkommen von Paris sollte die De-Karbonisierung der globalen Wirschaft voranbringen, denn zum ersten Mal überhaupt, haben sich ca. 200 Staaten verpflichtet, bis zum Ende dieses Jahrhunderts ihre Emissionen auf null herunterzufahren. Europa soll bis 2050 CO2-neutral sein. Zum jetzigen Zeitpunkt (Mai 2017) ist jedoch nicht klar, ob sich unter Trump die USA aus diesem Abkommen zurückziehen werden. Die Ziele des Abkommens sind ambitioniert, jedoch wird kein Wort zur konkreten Umsetzung verloren. Dies betrifft vor allen Dingen Regionen, deren Wirtschaft zum großen Teil auf der Förderung und Nutzung von Kohle beruht und in deren Kohlesektor viele Menschen ihre Arbeitskraft anbieten können.

Aus diesem Grund haben wir BügermeisterInnen, LokalpolitikerInnen, GewerkschafterInnen aus Kohleregionen wie der Lausitz in Deutschland, aus Polen und Spanien eingeladen, um gemeinsam mit ihnen die Möglichkeiten eines "Gerechten Übergangs" (Just Transition) zu diskutieren.

 

The Paris agreement on climate change should accelerate the decarbonisation of the global economy, since, for the first time, all countries have committed to become carbon neutral by the end of this century. Europe should achieve carbon neutrality by 2050. Writing this reader in May 2017 it is still not sure if Trump and the U.S. will pull out of the climate agreement. Whereas ambitious objectives have been established in the climate agreement, the concrete strategy to make the low-carbon industry a reality in Europe is still to be developed. This is especially true in regions which rely heavily on carbon intensive activities and which often remain important employment providers.

 

For this reason we have invited mayors and local politicians from coal regions in Germany, Poland and Spain, trade unionists, members of parliaments, politicians from different member states and parties and climate activists to discuss the concept of “Just Transition” and possible opportunities and barriers to its implementation.
